My thoughts in brief:

1. The collar on the shirt: if it is added, it should be as an optional item, because it is hard to see and I can't imagine rejecting a costume over something so trivial. My costume shop boss used to tell us "if they can't see it from the front row, it didn't happen." That philosophy has been working out pretty well for me.

2. The holster: Rather than require the blaster (because we don't due to laws in many foreign countries on other costumes), just move the holster to being optional.

3. The pants: I can be on board with requiring the seam above the knee pads; even if you didn't construct them with one it's super easy to add as a false seam. Re: the shape of the knee pads, maybe 'oblong and not rectangular' should be sufficient; it allows for a variety of shapes without getting too nitpicky.

4. The vest and lining: It is a boiled coat weight herringbone wool, and I can tell you from experience that it is not, in fact, stiff enough on its own. Believe me, I tried. It looked 1000% better once I added a cotton lining. I'll maintain it should be optional, but it's still a good idea.

Per color, I do think it can be open to a limited range. If your pants are in the brown/grey/olive/taupe range, you're probably fine. Obviously we don't want anything too far off the beaten path, but that can and should be up to some interpretation.

Overall, this standard should be helpful for maintaining accuracy, but it shouldn't have tiny requirements that would potentially bar people from joining over things that literally nobody would ever notice. I've had kids say a lot of things to me, but "Isn't your shirt supposed to have a barely noticable collar?" has never been one of them. Focus on looking great, add optional items for the greatest accuracy, but keep it accessible. That's my two cents.

^^ On that same note, I would suggest changing the wording on the boots to something like:

Boots: brown fabric (ideally tweed wool or wool-like in appearance) ankle-height boots with rear laces, similar in style to the Po-Zu Piper V boots. No unmodified Ugg style boots.

Since she wears the holster and blaster with this costume, I do think it's required, but as with all troops, we do allow for the blaster to be left at home to accommodate for local laws or rules.
