You would need to take the top straps off the boots.
Standards require a knit fabric. If you are in the US, I would recommend Jetset fabric from JoAnns. It's pretty thin, so lining the dress is needed (the dress should be lined with the same fabric as the outside fabric anyway)

Yes, as Beth says, they would work, but you would need to remove the strap at the top. _________________
