Here's a close-up of the petal fabric, you may have to copy and paste the link:

You'll just have to be sure it's a natural fiber if you're going to dye it. If you weren't going to hem it, you could always put some kind of lightweight fusible webbing on the back, it might prevent the petals from fraying

I really wanted to find a fabric that has a similar texture to the original fabric. I haven't been able to find anything similar. Confused

I would also suggest doing something to stop the fraying of the petals. The original costume is starting to look really worn, it hasn't aged well, and it has never been out on a convention floor or at a troop opportunity.

Would these boot's be good for Padme's Battle Maiden outfit? I found some at walmart but i didn't buy them because of the heel length

I'd keep it reasonable, no 3" heel, but since it's not in the standards specifically, there's some play there.

I'm working on a Attack on Naboo outfit (the one with the coat and the pants) and I'm wondering, what do you guys think of having the pants lined? It doesnt' really seem needed, and I'm not sure I want to use lining fabric for it. What is ya'lls opinion?

If so, no, I don't think they need to be lined.
