The RPF's Junkyard is a great resource and you will probably find someone there who can build your droid.

You might also ask Punished Props to see if he can build it.

You might also comb through the Star Wars Costume & Prop Sale Forum and contact one of the sellers there to see about a commission.

You should specify what you want the finished droid to do. Do you want it to look like it's made of polished metal? Does it need to be cromed like C-3PO? What about weathering? How will it attach to you? Will there be any electronics (lights, sound)?
