Well, the original did have a person inside it, but then again so did artoo. I know that the 501st had a giant gonk somewhere in the minneapolis/st.paul area.

I've also seen a few kids in gonk costumes.

There are also a number of sophisticated toy robots capable of walking though none of them are the size of gonk and would probably not walk very well with a bunch of weight they were never designed for.

It probably would be for any length of time longer than an hour, but there are ways to modify it.

If you look at the list of members, there is at least one formal, approved Gonk. As the precedent has been set, and this has been discussed before, I would see no reason why a Gonk couldn't be submitted for formal, unless something has changed.
