Like the title says, I could use some help finding boots (US size 11) for a ROTJ Luke (Jabbas Palace version) as well as a wig.

It depends on how much you want to spend on them.
I go my boots for around $55 Canadian at Horseworld Emporiium, a local Tack Shop. My wig cost me around $200 (as it's made from real hair) from a wig shop around my area as well. If you go to a wig shop that sells theatrical wigs and/or wigs for hair loss patients, you'll get a good quality one.

the rubber equestrian boots, whilst not as nice as leather ones are a cheap alternative & don't look all that bad actually

For good and affordably priced wigs, I recommend http://www.angelswigs.com/ . With some trimming and styling, the Piper would do rather nice for a Luke, it's the wig that a lot of Anakins use when our own hair is not an option.

how much do you want to spend on the hilt?
redford has the 'eFX' (plastic) replica for $90;
brianstoys has the master replicas LE (metal) replica for $250
(but if you're going to spend that much , the one at parksabers might be better for costuming) Wink
