Yes, unfortunately you applied multiple times which will mean some will need to be denied to clear them out of the queue.
Hopefully a fringe Judge will be in touch soon.

What about costumes that don't have crls yet-how do they eventually get a CRL? Does someone do a WIP thread and, should the end result be satisfactory for approval, the WIP serves to develop the CRL? Do people volunteer to research and develop new crls or is that up to a select group of people?

You have multiple possibilities here.
- Technically you can submit a costume for approval if it doesn't have any standard yet, as soon as you provide enough reference material to evaluate correctly accuracy of your costume.
- Everyone is welcome to propose new standards as far as I know, at least in RLGalacticSenate that's how we go. However someone working or doing research on the proposed costume is better of course to elaborate this standard  How we go for that in RLGS is that we have opened discussion on a standard until we reach (or almost) an agreement, before to get a second discussion closed to RLGS members only, to tweak some details, or language to make it more accessible for non native English speakers And finally our DCO transmit it to the judges

Flickr should work just fine, I think. Photobucket works if you have a paid account.
