This is a diagram of one way to make the tan gaiters worn by Endor Rebel Troopers, Endor Gunners, and the Prunefaces in Home One's briefing room.

This is pretty much the way I hve made my ERT gaiters, but mine is more of a cone shape with angled sides due to my larger calaves. Anyone with normal calves will not need to be angled.
I made a pattern out of heavy carton material, like thick cereal box material, and it has lasted me for years.
