It would have been super helpful if I had done this when the standards were rewritten, but here are the actual game files for the Pandemic Battlefront I Rebel Vanguard.
Comparing with the other game files of Endor Trooper variants, the structure of the vest is the base Endor vest pattern, but with the large 1-cell RFT tab pocket on each side. It has a yoke, but no quilted shoulder or slash pockets.
  
I don't think that a Rogue One RFT vest with added shoulders would work for a Pandemic Vanguard, as the vest has no pockets on the back. |

Yeah, you're right, I didn't notice the other differences. Well, if nothing else it looks like the vest would be fairly easy to make. I could probably even just splice together two vests, or even just one vest and find some black material that matches it for the pockets and such.

There is a pattern for the Endor Vest out there, I have seen it and I think it is a pdf.

They look fairly long and appear to have rounded bottoms and a pull tab on the pocket flaps. I can't tell whether or not it looks like they should have the thin material strips horizontally over the pockets that the pull tabs go into, like the jacket Luke wore on Bespin, but I'm imagining that they do. I am not an expert for this costume, but, I think, the (light) grey BDU-shirt could work. I would probably remove the flap for the button on the cuff and the shoulder flaps. _________________ RIAD GRRRL-Squad-Leader 2019-present

Yeah, I was referring to the one marked "grey". It doesn't look like there's a way to link to the particular color so you have to actually click on the icon that is marked as "grey".
The epaulettes would probably be easy to remove, though I imagine that they wouldn't be seen under the vest. Yeah, I was referring to the one marked "grey". It doesn't look like there's a way to link to the particular color so you have to actually click on the icon that is marked as "grey".

Yes, the epaulettes would probably be hidden by the vest and the flap and the buttons on the cuffs by the gloves. Personally, I would just take the stuff off because I would feel uncomfortable with all that stuff tucked in somewhere. If you think you would be fine with it, then leave it. I definitely think that's the shirt that I'll be going for. I'll probably order one on payday, and once I get it I can see what things look like they should be removed (other than the pockets).
I've got the pants already and I think that I've got a source for the gloves where I don't have to buy 30+ pairs of them. I've found the parts to make the belt and I'm hoping that a local military surplus store will have some good pouches to use. I don't think that the vest will be too hard, I think I can just buy two black vests and cut one up. If I find any cheap enough I could even buy two black BDU jackets and modify them but I'll just see what I can find, I don't think it'll be too tough.
