I know someone that wants to join with a Twi'lek costume and is wondering what versions are acceptable besides Jedi and Dancers? Can she do her own character and still be formal? Are there any established formal characters besides Jedi or dancers?

I've seen Twi'lek pilots also. And, of course, Bib. Wink

There is also senatorial aides, nightclub patrons, etc.

This is what I would use as a guideline - if she is doing an established character the costume needs to conform to either the Costume Standards or the rule of thumb of make it look like the picture.

If she wants to do an established category (eg - X-Wing pilot) then the costume has to conform to the X-wing pilot CS and the Twi'lek part has to conform to established Twi'lek standards. Meaning the headgear for the Twi'lek has to look like something we have seen. The lekku would have to be an acceptable length.

Do the pilot's helmets have holes in them for the lekku?

There are a few characters who would not be elligible for the Rebel Legion (Talon is a Sith, Eleena works for the Sith, and Sinya is a Black Sun assassin), but the vast majority of them should be acceptable RL characters!

They have raised bumps to make room for the lekku and an almost open back for them to hang down from. If you are interested in making one I highly suggest getting your hands on a Cesi "Doc" Eirriss action figure.
