They are called "footman loops", easier to find them when you know what they are called.

You can find them in various lengths, and in multiples, on ebay.

Been a few days since I got to log in.. Yes they are called footmans loops, the are made for tie down straps, used on boats like a cleat, horse carriages. I had a rather fun time trying to track those down myself at a brick and mortar store.. I searched I dont know how many home improvement stores and mostly got a blank look when I asked for them. Home Depot and Lowes dont carry them, I managed to find them at an ACE hardware store, however only 1 of the 4 I hit actually carried them. Hope this helps...
