During my research, I often came across this blaster. Some people say it is from ROTJ. I went through all my screencaps and I cannot find it no matter how hard I look. So I started to think that it might have been made for ROTJ but it was never seen in the version that was released. If anybody has actual screencaps of it please let me know.

Yes, the photo is from the book Essential Guide to Weapons and Technology. It was published in November 1997. Unfortunately, the information in the book does not help us determine if the blaster was originally made for ROTJ or if there is another source. We just know it exists but not where it came from. Kman posted the last photo in the DH-17 ESB thread but unfortunately, he does not remember where he found the reference.

The DH-17 is also in the book Star Wars - The New Essential Guide to Weapons and Technology, which was published in 2004. This book also only states in world information the DH-17 which is nice to know but does not help us understand where this version of the DH-17 came from in the real world.

Ive often wondered the same. its also listed in the old SW VisDic , the original one from years ago. The parts of sw page is generally correct given the reasear ch done at the time, but after all these years, behind the scenes, and detail shots we may never know the real answer. _________________ Once I was Dewka, but now I'm just G'nott sH'urr

Yes, I am afraid that we will never know the answer to where this DH-17 blaster originated from.
I found a the reference shot with the white background in an official book from Lucas Film. This DH-17 can be seen on page 167 of the book "Star Wars - Die illustrierte Enzyklopädie: Alle Filme und Serien", which is the German translation of Star Wars: The Visual Encyclopedia

The more I research the more I think that this DH-17 was made for ROTJ but never used on-screen or at least not seen in the versions that are/was available on VHS, DVD, and Blue Ray. I found a weapons blog that has a reference shot of a ROTJ M-16 based riffle. The photo has the same white background and black writing on it as the photo of the DH-17. The DH-17 has P=2 in the left bottom corner and short description "Sterling SMG Silver Rebel" in the right bottom corner where the Endor blaster rifle has P=12 in the left corner and the description M-16 Rifle Rebel. Both photos look similar enough to assume that they were taken for the same movie project. Unfortunately, we will probably never know for sure.

I think this is the DH-17s used by the Hoth Rebel Trench Troopers. Check out this pre-prod photo that matches the McQuarrie painting of the distraught troopers in the snow trench. The three troopers on the left each has a DH-17 holstered backwards, with the grip facing towards their front, because it appears to have a magazine:

This image is the closest shot of a DH-17 being used by a Hoth Trench Trooper. However I can't see any cooling holes in the barrel, and we can't tell if there is a magazine. But the soldiers in the background definitely have a magazine:
I always assumed that blaster was the one used in a Pre-production ESB photo of Lando (probably as listed on PartsofStarWars.net, but looking at them closely, Lando's DH-17 has a front iron-sight aiming device next to his left hand, where these images you've shown have none. I don't think I see any cooling holes either.
