You can make them functional, but realize that the protrusions on the boxes will make them unable to "slide in" from the top. You need to make the hole cut outs on the "bottom" opposite the actual opening to lower them in. That is why I think the props appear to use a false flap, because it is the only way to assemble them. You can see that in this Hoth image (same pack):

Another link to Rogue One, Pao (the trooper with the big mouth) actually has the same backpack. It's in khaki, has some differences in the greeblies, removes the hose, and adds an antenna, but it's definitely the same base.

I also found this photo in a visual guide. It shows the BACK of the Endor pack, it is pictured upside-down, but it clearly shows that the pack was white/ muslin colored canvas, and painted after. They also didn't finish the back at all, which is neat to actually see (no idea why they put this in the visual guide, I'm sure some prop maker is seething when they see that it is in there!). So it validates my theory that the face of the pack is actually the "bottom" of the box cover.
