Yes, there are some visible without, but they are a rare exception and mostly inconsistent. (I'm also not a fan of approving pilots without helmets, except for alien ones). I don't really count briefing scenes because it's basically the same costume. Nobody will keep you from taking your helmet or cap off during a troop in this costume, but you should have one and wear it for things like Parades etc.

Otherwise every costume could be approved twice, one time with and one time without one. This would just unnecessarily blow up the costumes.

I have a different opinion about the headgear. For me adding or taking away items make it a different costume. I have an approved Signal Intelligence Technician and a Rogue One Senior officer. I waiting on the approval of my Yavin Operation Officer and Yavin Operation Trooper

BUT
I'm totally fine with aliens not wearing caps/helmets. It would look weird anyways and is (depending on the race) sometimes completely impossible.

So maybe we should say sth like "Headgear is mandatory for human characters, but not for alien ones".

I can live with headgear being mandatory for humans if it is optional for aliens.

Here are some numbers from August 4th, 2019, and today that makes me think that we are doing something wrong with our current concept. RAID is not very popular.

Only 13 of our Troopers (OT, ST & New Republic) are aliens because of the way we make our CS.

2 Pao
1 Shriv Suurgav (Duros from EA BF 2)
1 Twi'lek magma rebel from EA BF
2 Desert trooper from EA BF (Rodian & Twi'lek)
6 Rebel ground crew ( 1 Sullustan, 3 Twi'leks & 2 Zabraks)
1 Sullustan Endor trooper ROTJ, which must have been approved before the current rules where applied.

Making the headgear optional at least for aliens would make something like the EA Battlefront 2 Rebel Scarif Trooper possible without having to make an extra CS for it. They are pretty much a copy of Private Kappehl from Rogue One. The only difference that I can see is that the Battlefront 2 Rebel Scarif Troopers wear gloves and Private Kappehl does not. Of course, all aliens except the mirialan do not wear caps.

Private Kappehl from Rogue One

EA Battlefront 2 Rebel Scarif Trooper - Assault Class

EA Battlefront 2 Rebel Scarif Trooper - Heavy Class

EA Battlefront 2 Rebel Scarif Trooper - Specialist Class

We could give preference of the Rogue One hat radios over the Hoth radios but I think the Hoth radios should be approvable as well. Anything else is too nitpicky in my opinion. I also do not want to give one prop seller a monopoly.

Edit:
I want to remind RL members that are also members of the 501st Legion that the Rebel Legion does not have a tier system. We do not have level 1 for basic approvals followed by level 2 and 3 for more accuracy, which approved by the detachments. The basic approval of a generic trooper should stay achievable. You can always make your costume more accurate if you want to invest the time and money after basic approval. Nobody will stop you from doing that. If you want to make a face character like Pao or Shriv Suurgav that is a different story. Those costumes must be very accurate or it would not be a face character.
